Quattro Bajeena: With an emergency motion?

Before he can do that, though, Blex is assassinated in bed. “Become leader of the AEUG, Char Aznable,” says Blex, and expires.
Char takes that position. He’s present in the Earth Federation General Assembly when it votes to give control of the Earth Federation Forces to the Titans, solidifying Jamitov Hymen’s control of Earth’s military.
Char: [thinking to self] So he’s behind all of this? With this measure, the Earth Federation Forces are now controlled by the Titans. They’ll be the ones dictating what is right and what is wrong. [But/The] decisions made by those who have sold their souls for immediate returns are known to be easily changed.

Char: [thinking to self] So he’s the mastermind behind the Titans’ organization? With this, the Earth Federation Forces are controlled by the Titans, and justice will be theirs. However, will this hold? Decisions by those who sold their souls for their immediate needs are likely to crumble easily.

These two renditions of Char’s internal dialogue both show that Char plans to change the Earth Federation’s decision regarding the Titans, but it takes time for that to happen.
