The Universal Free Alliance established a Senate. For those who must be represented in the Senate, but who have no Hive that would elect Senators to that Senate, the Tribunes were established.

This is the only fragment we the Readers have of the oath that all Romanovan Tribunes, be they Black-, Gray-, or Whitelaw, swear. Romanovan Tribunes, though they hold no positive vote in the Senate, may veto any bill passed by that body.
